Procedures for Selecting a Resident Curator

  1. Division staff determines properties to be offered for curatorships

    a. Priority list established
    b. Boundaries determined
    c. Director and Secretary agree to offer curatorship

  2. Marketing
    a. Post legal notice
    b. Obtain articles about program and properties offered through news releases in News Journal and Delaware State News
    c. Post on State Parks website
    d. Mail notice to mailing list of potential curators
    e. Conduct one or more open houses
  3. Application Process
    a. Potential curators must submit an application package consisting of a description of the proposed rehabilitation, a work plan for rehabilitation, resumes for the potential curator(s) and their contractor(s) indicating their experience with historic preservation projects, and a financial disclosure statement demonstrating ability to complete the project
    b. Division staff will be available to answer questions
    c. To be considered, applications must be submitted by the close of business on the specified date
    d. All applications will be opened on the next business day and reviewed by Division staff for completeness
    e. Completed applications will be submitted to the Resident Curatorship committee for review
    f. Resident Curatorship committee may negotiate changes in the proposals where necessary
    f. When adjoining properties are offered at the same time, applications for each property will be considered separately

  4. Resident Curatorship Committee
    a. The committee will consist of five voting members:

    1) A member of the Parks Advisory Council, who will chair the committee
    2) A volunteer architect (recruited from the Delaware Chapter of the AIA)
    3) A representative of the Delaware State Historic Preservation Office
    4) A representative of Preservation Delaware
    5) A financial person, recommended by a bank or other financial institutions

    b. The committee will include two non-voting ex officio members
  5. 1) The Park Administrator for the region in which the curatorship is located
    2) The Cultural Heritage Program Manager (resident curatorship coordinator)

c. Applications will be reviewed by the following criteria:

    1) The work plan for rehabilitation meets appropriate standards and can be accomplished within five years
    2) The resume(s) of applying curator(s) and their proposed contractor(s) indicate that they are familiar with the appropriate historic preservation standards and can complete the work plan to those standards
    3) The financial statement for the applying curator(s) indicates an ability to complete the rehabilitation plan

  1. Finalizing the Curatorship contract
    a. The Evaluation Committee will recommend the successful applicant to the Division
    b. Upon approval by the Division, the successful application, which is in the form of a completed curatorship agreement, will be forwarded to the Secretary of the DNREC
    c. The Secretary and the successful curators sign the approved curatorship agreement
